A record eight candidates are due to present bids to a CAF executive committee meeting in Cairo on May 14 and they will be reduced to a shortlist of at most four.
Angola, Libya, Mozambique, Namibia, Nigeria, Senegal and Zimbabwe are all hoping to host the finals along with a joint bid from Equatorial Guinea and Gabon.
Consideration will be given to factors such as the regions where previous finals have been held, language, footballing aspects, government guarantees and organizational ability.
An inspection team will visit countries on the shortlist in July and August before the hosts are named on Sept. 4.
Libya, Nigeria and Senegal have staged the tournament before while Zimbabwe, who were due to be hosts in 2000, had the event taken away from them by CAF 12 months before the finals because of concerns about the level of preparations.
Angola and Mozambique are in a strong position since no Portuguese-speaking country has hosted the event.
The Nations Cup has only been held in the southern African region once before when South Africa had the finals in 1996.
Egypt hosted the 2006 finals and Ghana are due to host the event in 2008.
