San Ramon-based Chevron Corp. (CVX) is among international oil companies that Libya, holder of Africa's largest oil reserves, invited to bid for rights to explore for oil and gas in 14 offshore and onshore sites.

The total area of the plots is 99,437 square kilometers (38,409 square miles), state-owned Tripoli-based National Oil Corp. said on its Web site today.

National Oil invited foreign companies to submit their offers on Dec. 20 in Tripoli. The Libyan authorities will open the bids in a public ceremony on the same day to announce the winners, it said.

It's Libya's third drilling-rights auction since 2004 when the U.S. lifted economic sanctions imposed on the North African state in the 1980s because of alleged sponsorship of terrorism.

Libya, slightly bigger in size than Alaska, is the eighth-largest producer in the 11-member Organization of Petroleum Exporting Countries. It's Africa's second-largest oil producer, behind Nigeria.

Emeryville-based MobiTV Inc., a television and digital radio services provider for wireless devices, today announced the appointment of Kay Johansson as Chief Technology Officer. Johansson joins MobiTV from Popwire, a former Ericsson company, in Sweden where he served as CTO for the last six years.

Earnings

Alameda-based InSite Vision Inc. (ISV) a vision therapeutics, diagnostics and drug delivery company, today reported a quarterly net loss of $5.1 million, or 6 cents per share, compared with a net loss of $4.2 million, then also 6 cents per share, for the second quarter of 2005. Revenues were zero, according to the filing. Shares trade 5 cents, or 3.2 percent, lower at $1.50.

Fremont-based Ciphergen Biosystems Inc. (CIPH), will announce second quarter 2006 results today after market close. At 2 p.m., Ciphergen will host a conference call to discuss the results. Ciphergen shares are down 1 cent, or 1 percent, at 97 cents, and the company continues to fail to meet NASDAQ's listing requirement of having at least a $1 share price.
